How about fabric paint (puffy paint)? Or even a fabric marker would work. Just write it on each fish. You could also cut the numbers out of felt and hot glue those on to the fish… but that would be at least double the work (my kids don’t nap long enough for me to take the road with twice as much work!). Fabric Paint would probably be my method. Good luck!
